 MOLD CERTIFICATION

AND LICENSING

The Department's new Mold Program, which is responsible for enforcing Article 32 of the New York State Labor Law, establishes licensing requirements and minimum work standards for professionals engaged in mold assessment and remediation. There are three main components to the new law:

  • Training: The Mold Program will protect consumers by requiring contractors to obtain appropriate training prior to being licensed to perform mold assessment, remediation or abatement services.

  • Licensing: Contractors will not be allowed to advertise or perform covered work without the required license, with limited exceptions such as home or business owners performing work on their own properties.

  • Minimum Work Standards: The Mold Program also establishes new minimum work standards for mold assessments and remediation activities by licensed professionals, including:

Protection against fraud by prohibiting the performance of both the assessment and remediation on the same property by the same individual;


Protection against fraud by requiring an independent mold assessment to define the scope of the remediation work;
Identification of disinfectant products, consistent with U.S. Environmental Protection Agency standards;
Provision of personal protection equipment to employees, as necessary;


Posted notice of the project and the contractor's licenses; and completion of a post-remediation assessment.

MOLD ASSESSOR

MOLD REMEDIATION

CONTRACTOR

Mold Remediation Contractor course is a 3 day course that is requried for contractors who perform mold remediation work. New York State regulations require contractors who operate a company that performs mold remediation services or write/approve mold remediation work plans to have a mold remediation contractor license from an accredited training program. Upon successful completion of the course, student will have to submit application to New York State Department of Labor Licensing unit to obtain a license.

Course Content:

• Introduction to health effects

• Workplace hazards - PPE, Respirators, Asbestos, Confined Spaces, etc.

• Overview of regulations (NYSDOL, EPA, OSHA, NYCDOHMH, and IICRC)

• Work Practices, documentation and forms • Basics of HVAC systems, inspection and assessment of HVAC •

Writing Mold remediation work plans

• Engineering controls

MOLD ABATEMENT WORKER

Mold Abatement Worker is a 2 day course and is required for workers that perform any type of mold abatement work in any capacity and are employed by a licensed mold remediation contractor. New York State regulations require individuals performing mold abatement to be trained as a Mold Abatement worker by an accredited training program. Upon successful completion of the course, student will have to submit an application to New York State department of labor licensing unit to obtain a license.

Course Content:

• Introduction to regulations

• Indoor air quality and health effects

• Hazard communication

• Workplace hazards - PPE, Asbestos, Confined Space, etc.

• Mold remediation containment / air filtration. • Work practices for removing, cleaning, and treating mold.

• Hands - on work area prep
